The main intention of the dazzling ticketing system of the World Cup is to prevent the establishment of a black market for World Cup tickets. This goal will not be achieved completely. There are several reasons why this will be the case:

A private person buying a ticket has to give his complete name and address which then will be printed on the specific ticket delivered to the buyer. Therefore the first reason is: It is impossible to check the identity of 50,000 persons longing to enter the stadium in a reasonable time. Only spot checks are possible, leaving at least a small chance for persons to get in with tickets that they haven’t ordered originally at the FIFA ticket store.

Second reason is that probably even the staff that check the World Cup tickets won’t send home a World Cup fan having travelled half the planet to attend a match and then maybe lost his ticket or forget it in his hotel room.

Third reason is that about a third of all tickets do not contain the owner’s name and address. Namely these are the tickets of the sponsors. And since the employees of a major sponsor are only humans as well, of course some of these tickets will be sold for their own’s ends. This occurs steadily whenever a contingent of tickets on-hand is given to sponsoring companies.

FIFA has established an exchange platform for ticket owners who cannot attend matches despite having bought one or more tickets for the World Cup matches. Only when a case of "force majeure" is proven by the ticket owner a resell is possible. But again the effort to check all these cases would be much too cost-intensive for the FIFA, so here as well only spot checks can be performed.

You see, chances are little, but there are chances to buy tickets on the black market and to get in, although FIFA tries to improve the system tournament by tournament. Hopefully this loophole will not be used by people bearing wicked intentions in their minds.
